We used a local agency (Chicago) that has a flat fee structure...no expenses paid directly to the expectant mother. All fees paid to the agency and they are set and do not change. No money is lost if a match falls through. The overall cost was high...$25,000. But it felt worth it because the fees were straight forward. $500 for inital sign up,$500 for phse 1 od homestudy a larger chunk upon completion of the homestudy and then the biggest amount due at time of placement (after TPR is signed).
In Illinois a birthmother is not allowed to sign until 72 hours after birth. But that doesn't mean she HAS to sign at 72 hours. Our son's birth mom waited 10 days before she was ready to sign. He was in temporary cradle care at the agency for week after she came home from the hospital. She was the legal mother so she got to see him as often as she wanted. She signed papers allowing us access to see him as well. It was a hard 10 days but I was glad to have the cradle care option because if she had changed her mind about parenting him I wou'd have been devastaed if he had to be taken out of our home.
Good luck. I am writing this as my now almost 3 year old son plays with his firetruck at my feet. It was ALL worth it.
